The facility had 59 available beds, which is 19 fewer than the county’s average during the opening quarter of 2026. It supported an average of 52.5 residents per day in that time frame.
Willowbrook Post Acute carried a 1 out of 5 overall rating from the CMS, falling short of the 3.1 average rating among Oregon nursing homes.
During this period, Regency Hermiston Nursing & Rehab Center held the position as the county’s largest nursing home at 105 beds, while Milton Freewater Health & Rehabilitation Center ranked second with 70 beds.
Willowbrook Post Acute incurred $80,796 in fines from two infractions and underwent two total penalties as of the first quarter of 2026.

“Living a long life is something that many of us want and could get,” said Jesse Slome, executive director of the American Association for Long-Term Care Insurance, an educational group. “But when we live a long life, the chances of us needing long-term care increase exponentially. But when you need that type of care, there are limited options.”
